1. How well are our Broward Children and Families doing?

The Children's Services Council Research and Planning Department provides data on how well our community is doing. The data sets, or Community Indicators, include trend data to let us know if we are improving, staying the same, or getting worse. For example, since the early 2000s, the rate of youth being referred for delinquency has been steadily declining. Below are links to current Community Indicators for Broward's Children and Families:

2. How well are CSC programs performing?

The Council's approach to program evaluation is comprehensive, multi-tiered and includes the following key elements:

    1. Programmatic Monitoring, conducted by Council staff and outsourced professionals with experience unique to their fields of practice, reviews a range of service elements including fidelity to the intervention model, client/family engagement, program effectiveness, cultural sensitivity, funding utilization and analysis of overall service delivery and documentation.
    2. Administrative Monitoring, conducted by experienced Council staff accountants, reviews the fiscal aspects of the contract, including budget-to-actual, inventory verification, background screening compliance, insurance, audit compliance and invoice accuracy and back-up documentation.
    3. Client Satisfaction, conducted by Council staff, is determined through individual, random client surveys in person and/or by phone. 
    1. Performance measurement, conducted by experienced Council research analysts, begins with establishing appropriate targets based on national studies and baseline data collected over time.  Performance measurement is evaluated using a variety of designs including validated pre/post-test measurement tools, single point administration and surveys to determine program effectiveness and provide data for comparison with local, state and national indicators.

3. Data Driven Decision Making

The Council uses Community Indicator data and program performance evaluation data to inform the funding allocations for each fiscal year. The Budget Book is prepared every year for the May Budget Retreat. The Book consists of Community Indicator data, program performance results, demographic data, GIS zip code maps showing funding and numbers served, accomplishments and testimonials and return on investment research.
